Preheat your oven to 350 degrees Fahrenheit. Spray a 9-inch springform pan with cooking spray. In a large bowl, mix together the flour, baking soda, baking powder, and salt.

Beat together the butter, brown sugar, and granulated sugar until light and fluffy. Add in the egg and egg yolk, one at a time. Then beat in the vanilla until just combined.

Slowly add in the flour a little at a time while mixing until it is just combined.
Stir in the chocolate chips.

Pour the dough into the springform pan and bake for 20 to 25 minutes or until the edges of the cake are golden brown and the middle has just a slight wiggle to it.
Make the frosting and pipe onto the cake once it is cool.
